Quebec City says it will start building its new NHL-style arena in several months - with or without any help from the federal government or the private sector. Quebec City Mayor Regis Labeaume and Premier Jean Charest said the project will go ahead with a 50-50 funding arrangement between the province and city.

Pierre Karl PĂ©ladeau, the president and CEO of Quebecor, has said that he is in negotiations with the city to participate in the project, offering to invest a "substantial" amount in the range of tens of millions of dollars.
Mayor Labeaume said the city will increase its investment in the arena to C$187-million, from C$50-million.
The Quebec government also upped its funding to C$200-million, from C$180-million.
It still leaves the door open for federal funding- should they wish to jump in at any point...
